Wellll,,,, If I understand you,, your asking questions a electrician should answer. If you just stick a plug on the end of the wires that are sticking out of there without knowing where the wires go you could easily make a huge fire and get yourself hurt. Not to mentioned electrocuted and dead.
Maybe there is a reason the wires are cut off??!! You need to start over at this point, rip all the wiring out and redo everything in a safe way. You say you have water damage? You will be taking out the walls anyway. Might as well do it all the right way the first time and get it over with. (That's what my dad would have said)
