Who are you trying to kid? Give me a break! Yes, it IS FREE and there's absolutely zero fuel (natural gas, coal, oil, nuclear fuel, etc) needed to be purchased continuously to burn to produce the electricity! Hydro-generating is just FREE natural water from rainfall flowing thru the turbines and turning the rotors! Then there's wind power and solar too which is free energy also but very inefficient for large scale power needs.
Do you really think they don't have to purchase the land for fossil fuel electric generating plants? Or they don't have to buy boilers or generators or stacks or scrubbers or build a building and then also have additional labor to dispose of the by products of burning fossil fuel after having paid for the constant fuel delivered that they will burn??? Hydro has NO by products or waste and just keeps on a coming day after day and requires a lot less labor cost for it's running production! Water comes in and the very same water goes out unchanged chemically!!! Then it gets used over and over again as many times as wanted as it's recycled back to falling rain over and over and has for virtually ever!
