I think folks should always use a hose to direct the waste into the hole. I attach a short hose and a 45 degree spout to my tote when I use a tote, and I attach a 90 degree spout on my longer hose when I empty my on-board tanks.
I too do not appreciate it when someone dumps without hose fittings. I have only seen this one time. Gross.
