It is probably not "lifting" but has lost the glue bond between membrane and sheathing. What is unknown is the type of adhesive used, an organic adhesive will loosen with just water introduced. Add in a strong butyl based surfactant and you have the formula for common glue removers.

First time I've heard the word "butyl" and "surfactant" used on a forum in a long time. And a I used them the last time I saw them.
