You basically have a closed system, check valve on the hose inlet, and a check valve on the pump... You need a leaky faucet! Or an expansion tank, or a relief valve. I have an expansion tank.

Yep, water doesn't compress. It's gotta go somewhere.
We never leave the hot water heater on if not being used. Waste of propane, expansion issue, and it's noisy.
