On all the systems I've seen, including my home built tank and hose system, there's only one vent, and it's on my big fuel can. There are no vents on the replacement aluminum generator tank fuel caps.
Some savvy dealers know that you can prime the carburetor by keeping the vent closed and shaking the generator or external tank. You can test this theory by closing the cap and vent on any portable gas can, then shake it and open the vent. Usually you will notice a release of pressure.
To just close a vent with no other action or temperature change will do nothing. The simple act of moving the tank about with the vent closed might build a bit of pressure. If you have pressure, the fuel will travel thru the fuel pump and be available to start the engine immediately.
