I think I figures it out! :S
After cleaning and siliconing, I closed the short verticals to allow me to move the awning back and forth to work in the silicone. That's when I noticed that the long vertical tubes were very easy to move up and down. I tried it a couple times and viola, easy operation.
To open:
1st extend the long tubes, hole by hole, to full length.
2nd grab the strap and pull until the short tubes snap into place.
To close:
1st grab the strap and release short tube buttons and allow awning to retract against camper.
2nd retract long tubes. hole by hole until long tubes are retracted.
