If you and your significant others combined weight is less than 350 pounds, a Honda Helix might be a good choice for you. Weighs 350lbs, 250cc and will go as high as 70mph and the back seat is all right for an adult. My DW rides one.
You are going to be hard pressed to find a bike under 400 pounds built to haul 2 comfortably. Even new super scooters are way above 400 pounds.
Suzuki DRZ400 - around 300 lbs - and way cooler than a scooter.
