I've bought 2 F150's in 3 years. Pigtail, fuses, and instructions in a highly conspicuous bag in the glove box. Same with a relative, I don;t believe it's part of the PDI.
And yes, I do have a low opinion of people who don't read much. It usually extends well beyond not reading the owners manual.
