I don't know that I'd exclude hybrids. Two of my brothers have Priuses, and are often 10-20% under EPA ratings, while never exceeding them. The only vehicle I've been around that seems to consistently beat its EPA numbers is the VW Jetta TDI. My mom and uncle have them, and pretty much always beat the EPA highway ratings by 5-10%.
But yeah, I agree with you -- the EPA ratings are a statement of what is possible, not what can be expected for every driver.
Hybrids really are at the mercy of the driver. I have rented the Priuse many times (not by choice) and the ones I used had an EV only mode. I could never get it to stay in EV. Accelerate faster than a walk or go over 10 mph and you are back in the gas.
Well said... This is why rating a hybrid for fuel economy is so subjective.
