Yes, there in fact was naysayers against the T, in rural area. And earlier towns and cities passed laws that restricted the use of autos. But by the time of the T and later governments where enacting policies to help the spread of autos.
Plus governments allowed corporations to increase profits by blocking other forms of transportation. For example, many cities had public transportation based on electric powered light rail. Firestone tire, General Motors formed a group to buy up trolley systems just to shut them down.
