That is HIGHLY doubtful. Emissions equipment is EPA mandated and removal of those devices carries heavy Federal penalties. If you read the fine print on any delete kit the instructions say "For Off-Road Use Only". Shops that knowingly remove diesel exhaust emissions equipment for On-Road vehicles can get into serious trouble. Now, I've never heard of a shop getting nailed for it, but the fines and penalties are on the books.
Given all that, I doubt any RAM dealer is doing deletes with the blessing of FCA. Remember the whole VW diesel emissions cheat scandal? VW got fined $$Millions$$, top officials in the company got fired, and VW now officially says it will never sell another diesel vehicle in the US again. That instance alone tells me there is no way FCA would give a dealership the green light to remove the emissions.

I can't speak for other manufacturers, but I can tell you from my personal experience that the diesel after treatment system has worked well for me.
