In short, you can have a Fantastic Vent fan with a rain sensor and not use the rain sensor option.
Good point regarding the disabling the rain sensor.
As for the parastic draw - that depends on whether the circuit to which it is a part of is still hot after the battery disconnect is activated. In my trailer it is not so no need to touch this, and I have no parasitic draw given I disconnect the battery when in storage.
