Nope! In fact, I just checked it while I was filling up this morning and it is right smack dab in the middle between the high and low marks in the safe zone on my dipstick just like it was when I changed it 12,000 miles ago. There is no need to bring it to the full mark unless you know you will be losing some oil. What matters is if you are between the high and low marks of the safe zone. At least with all the Cummins engines I have see on the dyno when I worked there or have personally owned.
Not sure how many 6.7L you have owned, but how many of them required you to add more oil than 12 qts?
Its a 12 quart system when changing the filter. With mine is right on the full mark . I have read where some actually put in less than 12 quarts because it reads over the full mark. IMO if its drained adequately , I would establish where it hits on the dipstick after 12 quarts ,and maintain accordingly. Sure would not lose sleep over where 12 quarts is reading on the dipstick.
