I can see VW making an offer for FCA. Although they are small in North America, they are large globally. There is some bad blood between VW and Fiat, so egos may stop this from forming. One of the scuffs was back in 2010 or 2011 when VW was partnered with Suzuki - Suzuki sourced Fiat diesels instead of VW.
