Yes, and a major 1 is wind resistance. And no matter if you are talking about a ball or a big box on wheels, double the speed wind resistance increases by the square. Which means a statement like

is very unlikely to be true. And when you add this statement
I can't stand following someone who cant or wont at least do the speed limit.
it is almost sure bet that he has never driven at say 55 for long enough to know what the actual mileage would be at that speed.
