Kind of an idea that has been tried before...
Couple issues right off the bat..
Higher the camper sits the higher the Cg becomes the more roadability decreases and bigger units are aleady high. Lifting a camper up could put things like ac units over 13'6" (legal height limit in the United States) and result in lopping off your expensive ac on an overpass... and a ticket for an over height vehicle.
Besides, the higher it is, the more your fuel mileage tanks. Wind resistance is everything.
