Some claim that they towed for many years without a blow out, but they weren't using 13" Chinese tires all that time.
If I owned the trailer in question, it would be upgraded to 14" LT tires and the Chinese wheel bearings would be history. Yes, you need to completely service the wheel bearings on day one, there is a very good chance they were not greased and adjusted properly from new.
