This is not true. Like your home hot water heater, the burner or electricity comes on at a preset temperature and goes off when the maximum preset temperature range is reached.
I had this problem once and solved it by pulling all of the connectors off the board and spraying them with contact cleaner.

RV hot water heaters do not "stay on" like the ones at home. Water is heated, and then heater does not come back on until tank is emptied (at least that's how ours works!). Have to take quick showers in most RVs. Like 5 minutes! Just get wet, lather up, rinse off and get out!
