You can put the sewer hose in the bumper while it is new, assuming it actually fits as not all hoses will.
I can say that over time, my bumper became rusty enough on the inside that inserting or removing the hose is an abrasive event. Eventually you will wear holes in your hoses leading to sewage leaks...
