What are you going to do, disagree with the tech if he comes up with something different then what was said on here?
These engines are very complex and it could be a lot of things. It would go a long way if you had any codes pulled.
From what you describe it sounds like you have a turbo problem (pretty common with these engines) or you could get lucky and it be a leak in the turbo boots. An underboost code would pretty much confirm a turbo problem or turbo system problem of some kind.
It could also be an EGR or a HPFP problem. Like I said, these engines are VERY complex. Some techs have a hard time to diagnose problems even when the truck is in their shop.
