Larger rims DO takeaway from braking power and also take a fuel mileage hit simply because they are heavier than say a smaller 17" rim. Even if tire diameter remains unchanged your rotating mass has increased.
I choose to run 20s simply because I like the looks of them even though I know a smaller rim would perform better in most cases.
