If you remove it you will need to have ford or someone who can program the ford computer to stop looking for the controller or you will have a permanent check engine light.
If you go behind the glove compartment is where you will find the brake controller. Make sure both plugs into the unit are properly latched. If they are tight then I would check the OEM connector behind your 7 pin and make sure its not full of corrosion I would do some more searching.
