If I did not use the water heater I would bypass it and pull the fuse so the heater element is not accidentally turn on.
Personally I like having hot water for dishes and hand washing. Our water heater is set so hot we turn it on for a half hour in the morning and we are good to go for the rest of the day.
Our heater setting is not adjustable.
