When propane system is shutdown one needs to establish flow and pressure throughout the whole system....
After SLOWLY opening the propane cylinder valve light off the stove top burners ...ALL on high and let them burn for 30 seconds
This places a demand on the LP Main Reg and helps establish flow
Then light off fridge/water heater/furnace in sequence (closest to LP Reg to farthest one)
Can take several attempts to light/stay lit because unlike the stove top burners the fridge/water heater/furnace use flame proving to keep gas valve open
