The VIN doesn't include the options that can be built into the vehicle. You need to look at the option codes. On GM these are the RPO codes recorded on the sticker inside the glove box. For Ford I think they're called "option codes" and included on a sicker on the driver's door jam, and I think the code you're looking for is 535 (Class IV Tow setup).
