I have never noticed that while pulling my boat with surge brakes. Two things that I really like about surge brakes is that they self adjust for load in the trailer and they work all the way down to zero speed. I have had some rude awakenings when my electric brakes release early while stopping on a steep hill. Two things that I don't like are that you cannot apply them independently of the vehicle brakes and that engine braking going down a long hill could cause them to burn. The second may be more imaginary than real.
