Based on a combination of Jerem's post and Duraburb's response to APT, their hitch setup can increase the towing capacity to 17,000 lbs, but not the tongue weight rating. So if someone were to want to tow 17,000 lbs but not exceed the the tongue weight rating of 1,000 lbs they would have to have a tongue weight of less than 6%. Seems like a it sort of goes against safe towing guidelines.
