Crumple zones are typically strong enough to withstand parking lot collisions without deforming which even at low speeds would be more force than what a trailer could apply under normal conditions. But they often are weak once you apply a rotational load to them, which is what a hitch would do. Front receiver hitches have similarly low tongue weight ratings, even though they can support high horizontal loads.
