I believe the propane carried on the trailer makes upper level mandatory.

I agree the Throgs Neck is much better than the Whitestone.
To avoid the constant nightmare of going through NYC to get off Long Island, I now store my trailer upstate NY from Memorial Day weekend to Columbus Day.
