Most boaters use surge brakes which are hydraulic and mechanical. Electric brakes get wet when submerged.
I'd just be looking for any of the modern SUV's with 6 cylinder engines approaching 300 hp. They've all got the power to tow a relatively light boat. And they're just about all very capable vehicles.
