Greasing Wheel Bearing

I greased our Jayco TT wheel bearings today. It has the dexter ez lube axles on it. Instructions said to rotate wheel while pumping grease gun. During process I noticed that the wheels did not spin freely, but rotated slowly as if the brakes were rubbing slightly. Is this normal? Brakes are standard hub type not disc and TT has approximatley 10k miles on it.
