For sure . I have seen under a few bathtubs through access panels and nearby cabinets . Every one that i have seen in a TT has been raised over the plumbing. Adding a new shower pan would probably have to be built up on a base.
It could probably be made to be a little lower than the OEM tub in order to help someone unable to lift themselves over a tub's edge, but the new base, would have to have some height to it. Measure it out carefully if that is the reason for doing this.
I actually made one in my class B , out of marine plywood. I used 3m 5200 to join and seal the seams. I finished the entire base with polyurethane, probably 10 coats. It looked like a glass cover on stained wood and lasted many showers over its 5 years. It never molded up.
