Since many, myself included, have our propane tanks mounted in the back of the camper with only a sheet of filon and plywood for protection, is it really that much more dangerous? Granted, I wouldn't mount it at bumper level but hanging half way up the ladder can't be that much worse. In fact, it may be a way to discourage tailgaters.

Is it that much more dangerous? The tank isn't the least bit protected when it's on the very back - not even as much as being inside a compartment because there's no bumper or body in the way. Personally I would not buy a TC that had them in the very back compartment either.
I think you would agree that just because one can get away with something for a while doesn't mean it's safe.
If you get hit from behind, You don't want that tank to be able to rupture or get air born.
It's up to the operator of course. Personally I would not take the chance.
