Personally, I think it's stupid and a waste of energy to power lights in daylight. If my truck had daylight on headlights I would consider it conserving energy and had it disabled. I don't want my fuel to be used to power my alternator to burn unnecessary lights. If anyone can't see a RV size vehicle, or any vehicle, without it being lit up in daylight they shouldn't be driving. It's another government regulation run amok.. IMO.... They need to produce some regulation to condone their existence, no matter how unrealistic. :D
