Now that would be a wasted call. Ford does not regulate how the salesman and customer interaction is conducted at individual dealerships. Ford also cannot regulate addendum stickers added by the dealership or "sale price" stickers placed on individual vehicles. The Federal law simply states that the "Monroney" sticker listing factory MSRP must be attached to the new vehicle.
The Attorney General of your state would be much more likely to be able to offer help to the consumer. Unfortunately, what you describe is not likely to cause much concern unless it is coupled with multiple other consumer reports of bad sales practices.
