Propane water heater has a thermal couple. This is the small bulb ended tube that enters the bottom of the gas valve assembly. It makes a small amount of electricity that holds the gas pilot valve open. It must be directly in the pilot flame. A dirty or weak thermal couple will not create enough heat to produce the necessary electricity to hold in the relay.
