With the switches set as in the picture, the fan should not run. Most likely the installer mis-wired something. It is possible that the thermostat is bad (not likely) or the control board in the A/C has failed. The first thing I'd do is run down the wiring and make sure it's connected properly on both the A/C end and on the thermostat end.
You can download all the wiring diagrams you need from the internet.
I have checked the wiring on the thermostat and it's correct according to colors but not sure how to check the AC unit. I was told by someone can't remember that it should be a straight plug in on unit. Do the wires with muretts look suspicious to you?
