No, it sounds like the camper battery charge is low. Is the camper plugged in to shore power all the time? It takes a fully charged battery to operate all four jacks at once, especially if you're raising the camper. If the camper battery charge is low and you just plugged it in to shore power, it's going to take a little while before the battery is charged enough to use the jacks. You can cheat it a little with a low battery by just running one jack at a time.
