Sleepy I've seen that in my manual as well, and I can't remember exactly how it's worded, but I've always interpreted it as meaning "Don't try to operate the jacks off of shore power ONLY". Or in other words; WITHOUT a fully charged battery, and only the converter supplying the 12v to the jacks. The converter alone cannot supply enough amps to operate the jacks. I can see that not only hurting the jacks, but the converter as well.
If the battery is pretty close to fully charged, and the battery disconnect switch is "ON", I see no problem with being plugged in to shore power while operating the jacks.
