Help identify purpose for holes in window frame

Bottom line: Is there any reason why I shouldn't caulk these holes in my window frame that lead directly to the inside? You can see from the photos the holes are both top and bottom. But at the to...

Weep holes.

And it should be on you list of maintenance items to make sure they are cleaned out regularly. Dirt, road grim and if you park under trees bits and pieces and seeds can get into them also.

Plugged weep holes = water inside your RV.
