No it does not. The first 4 gears offer better wheel torque than an older 4-spd with 4.10 axle. Few people complained about the 5.3L/4-spd/4.10 combo.

There is little practical reason to change the gearing to 3.42 for RVing. You don't need 9600 pounds of tow rating as you will likely run out of payload near 7000 pounds loaded anyway. 11% more torque due to gearing will help a little, but not worth $1500-2500 (assuming 4WD).
If you have 2WD, the cost to change is half, as little as $500 installed. That can be a very good value for effective real world towing improvement, especially accelerating under 20mph. 4.10 would be nice to help that 5.3L launch in first gear.
Stick to near 5k dry, use tow/haul mode when the TT is hooked up, use M4. Enjoy!
