Around here,. parking lots are supposed to be negotiated at a safe speed. Most are posted 15 mph. Not sure the incident ocurred in a parking lot however. The OP didn't say that, that I read.
Far as speed bumps go, they are usually installed as a traffic control device to keep motorists from speeding. Not sure if the property owner would be responsible for anything, I'm reasonably sure there would be a warning about them...somewhere on the property.
Back to the question. Most FW tanks are installed in the front of a TC to keep the Cg as far forward as possible. On my unit, it's completely accessable and removable from inside by removing the front bunk step.
