As for the tie downs, if they are torqlift, they will most likely send you a new set to install...I would go that route since you paid so much for them.
I'd recommend speaking with the campground owner about your repair; you will probably have better luck communication with him first so that he doesn't freak out when he sees you rebuilding a camper.

Yes, everything is a huge conspiracy lol. Definitely isn't a speed bump that damaged my tc. It was the government. Or maybe aliens. Lol.
Actually, the speed bump out of nowhere makes perfectly good sense. It's quite obvious people were driving "there" (wherever "there" is) way too fast, as evidenced by the OP hitting it and going air-born. So, whoever owns the property or is responsible for that section of road, parking lot, or drive put the bump there and ... SURPRISE! I bet it works now! Folks are slowing down, or else breaking their vehicles ... which will slow them down in the future!
Don't know where you live, but where I live, parking lots are horribly dangerous. People zoom through them with no regard to pedestrians, bicycles, or even other vehicles.
There's one store (shopping center strip mall type place), that had a Stop sign in front, so people existing the store could walk from the store, cross the main driving road, and get to the parking lot section. Folks constantly disregarded the stop sign ... until ...
an unmarked police car sat there and then started picking off everyone who disregarded "STOP!" and just plowed on through it! And yes! They got tickets (no, I did not get one. I entered the parking lot a different way and watch what was going on. I thought to myself ... "Well, it's about time!).
So yea, if folks won't be responsible, then speed bumps are put there by aliens.
Sorry about your the OP's camper woes though. I hate it when anyone's RV or camper gets hurt. Hope you get it fixed OK with minimal effort.
Im going to give you the benefit of the doubt that you were told this 3rd party because it is bs. Signs on private property are not enforceable other than disabled parking, recklessness, dui, etc. They are not state or local signs and maintained by government.
