A 2' extension will reduce your hitch carrying capacity to 30%. So a 1000# hitch weight would be reduced to 350#. Should be OK for a 280# TW plus carrier.
This is my old set up. Frame mounted front hitch rated at 500#. No problems with air flow but did mess up the headlights. But it stays light so late in the summer it wasn't an issue.

This is my present set up. 48" Super Truss with the carrier welded to the top side so I can still pull the boat!!

Yes, I have drug it off road on Kelly humps but nothing as mild as a driveway. I prefer carrying it on the front but it would take major fabrication to put a receiver thru my winch bumper. Then there would be the issue of weight on the front axle as the winch and bumper are very heavy.
