I had the same powder coating overrun problem on my steel ties.
It sucks that after spending all the time to fish the bolt via all those frame holes, it does not fit into new bracket.
For rear ties, I had some scrap steel in garage and spending 3 hr for welding saved me $300 on torklift ties. No problem with paint overrun here :)
