When you run the ac on shore power ,and the compresors running , if you turn ac to fan and then to cool it takes about three minutes for the comp to kick in again , it kind of sounds like thats what its doing ,never starting althe way though . Maybe because of low voltage or? . when youve said it has tryed to kick in the gen breaker hasent triped so it seems the load is below the rated breaker amps , within the gens limits . but thats just a Calif to Texas guess
