I guantee any of the Class A's with multi-unit A/C (some with 4 now!) are pulling way more current than a portable hot-tub plugged into a Class C.
That said.... treated spa water cannot be discharged as grey water. It does need to go into the sewer just like black water. Now, some folks choose not to treat, and then it still is classified as grey-water, but once chemicals or even salt is added, it should really be disposed of properly.
