My take at high rates is a tool to discourage transients from staying in the park at all. If you're not paying at least the monthly or seasonal rate, you're not really welcome.
There's an "exclusive" rv resort a few hours north of me here in Michigan that charges 80-100/night for a site on the daily rate... so high rates aren't just a Vegas thing.
