GCWR is a performance spec, based on an engineer, or set of specs, they decide what it is. Reality, said rating may not be what you need the truck to do. My 3500 was under, did not do what I assumed it would. 2500, way over rating, did what it was supposed to do.

That makes more sense. It would have just been easier for them to state not recommended for towing than assign an unattainable GCWR.
